The AVT-CIRET decided to give a new dimension to its activities and to engage more strongly in knowledge of terrorism by opening its information and analysis to the wider public, given that every citizen can legitimately claim debate that underlying substantive issues as essential as:

Are there any terrorist states?
A state terrorism? What are the forms? Limits?
Must we confuse terrorism with resistance?
These issues which are not limited to, the answers need not be left to specialists often self and the citizen is entitled to participate in the discussion. Of course, the opening of the discussion requires discipline, knowledge and honesty, but there is no reason to make a topic that concerns us all, a debate Insider: everyone knows what debates become insiders.
